The trap is booking a Vanalinn address without checking which side of Toompea you are on. Rooms on Pikk jalg, Lai and Vene are on the cobbles you came to see; rooms marked "Old Town" on Toompuiestee or Rannamäe tee are technically inside the walls but face six lanes of traffic between you and the port, and you cross that road every time you leave. Look at the actual street on a map before booking, not just the district tag.
The other one is dismissing Kalamaja and Pohja-Tallinn as "too far". They are 12–15 minutes on foot from Raekoja plats via the Balti Jaam underpass, cheaper by 20–30€ a night, and where most locals actually eat. For a first visit, stay inside or beside Vanalinn, the walled Old Town on the lower half of Toompea hill — you are within 10 minutes on foot of Raekoja plats, Toompea Castle and the ferry terminals. Vanalinn is the most expensive area and rooms in a restored merchant house on Pikk or Vene can run 30–50% above the city average. Rotermann, the converted factory quarter between the Old Town and the port, and Kesklinn around Viru keskus, sit slightly cheaper and give you the same walking access plus the modern restaurants.
For character at a lower price, Kalamaja and neighbouring Telliskivi in Pohja-Tallinn are the wooden-house districts north-west of the station — 15 minutes walk from Vanalinn, full of cafés and the Balti Jaam market, and typically 20–30€ cheaper per night than Old Town equivalents. Noblessner is the waterfront extension of the same district with newer design hotels. Kadriorg and Pirita to the east suit quieter stays near the palace park and the beach, while Nomme, Mustamae and Lasnamae are residential and only worth it for very long stays or specific business trips. Viimsi, Maardu, Keila, Paldiski, Rakvere, Haapsalu, Parnu, Tartu and Narva are day-trip or overnight bases outside the capital.
