Inside those neighbourhoods the choice is wider than it looks. The Old Town and its immediate edge hold the classic names and the oldest buildings, with rooms above cobbled lanes and churches a few steps away. Kalamaja and the Telliskivi quarter are the pick if you want a converted warehouse, a café under the same roof and a short walk to the station and the ferry port, while the Rotermann quarter puts you between the port and the old town in a modern block with restaurants on the ground floor. Kadriorg suits anyone who prefers a park, a museum and a quiet evening over nightlife, and it is still a tram ride or a half-hour walk from the centre.

Slightly further out, the area around the airport and Ülemiste keeps business travellers close to the terminal and to the main road out of the city, and the newer hotel towers along the Tartu road and near the Song Festival Grounds often cost less for the same standard. If you have a car, staying outside the centre means easy parking and quick access to Lahemaa, the islands and the south of the country, at the price of a drive back in for dinner. Whatever part of the city you choose, check whether breakfast is included before you compare the headline rates.

Away from the capital the picture changes completely. Pärnu is the summer destination, with a long sandy beach, a spa tradition and a riverside old town that fills up in July and quiets down in September. Tartu, the university city, is good all year for museums, cafés and a compact centre, and it makes a sensible base for southern Estonia. Kuressaare on Saaremaa and Haapsalu on the west coast both have a small-town feel, a castle or a promenade, and long, quiet coastlines within walking or cycling distance of most rooms. Smaller places such as Viljandi, Rakvere, Võru, Paide and Narva cost less and are usually booked by people visiting family, a festival or a specific sight rather than by tourists working through a list.

Rates in Estonia move with the season more than with anything else. June to August and the Christmas weeks are the busiest and the most expensive, especially in Pärnu, Tallinn and any stay near the coast. Late spring and September often give the same weather with noticeably lower prices, and winter is cheap except around New Year, though daylight is short and some seaside places close altogether. If you are flexible, compare a date a week or two either side of your plan before you commit.

We count every place we have checked and listed — hotels, guesthouses, apartments and other rooms — across the 15 communities and cities on the site. The 1,791 figure is the number of listings, not the number of reviews, and it changes as we add or remove places.

Questions worth asking before you book

Is the stay inside the old town or a walk away? Does the rate include breakfast, and is city tax added at checkout? Is there parking, and is it free? Can you cancel, and until when? Is the room on a quiet side of the building? These are the details that most often change a good stay into a great one, and they are worth a message to the property before you pay.

• Kalamaja and Telliskivi — converted warehouses, cafés and a young crowd, five minutes from the station and the ferry port.
• Rotermann quarter — modern rooms between the port and the Old Town, restaurants downstairs, short walk to everything central.
• Kadriorg — a park, a palace and art museums, quieter evenings, a tram or a half-hour walk to the centre.
• Ülemiste and the airport — best for early flights and business trips, with parking and a quick road out of the city.
