Budget in Tallinn means 40–70€ a night for a clean 2- or 3-star double in Kesklinn, Pohja-Tallinn or near Balti Jaam, often in a converted apartment block. Mid-range is 80–140€ and gets you a 4-star in Rotermann or a boutique in a Kalamaja wooden house — this is the bracket most visitors book and where the city is strongest. Top-end runs 180–350€ for the design hotels in Noblessner, the Hotel Telegraaf and Schlössle in Vanalinn, or the Swissôtel and Hilton towers in Kesklinn.
Rates spike three times: mid-June to mid-August, the Christmas market weekends from late November through 23 December, and Jaanipäev on 22–24 June when Old Town rooms can double. Cruise-ship Tuesdays and Wednesdays in July are quietly the worst midweek nights for value. Outside Tallinn expect 60–90€ mid-range in Tartu and Parnu, and under 55€ in Narva, Rakvere and Haapsalu even in high season.
The Tallinn booking trap most visitors fall into
The trap is booking a Vanalinn address without checking which side of Toompea you are on. Rooms on Pikk jalg, Lai and Vene are on the cobbles you came to see; rooms marked "Old Town" on Toompuiestee or Rannamäe tee are technically inside the walls but face six lanes of traffic between you and the port, and you cross that road every time you leave. Look at the actual street on a map before booking, not just the district tag.
The other one is dismissing Kalamaja and Pohja-Tallinn as "too far". They are 12–15 minutes on foot from Raekoja plats via the Balti Jaam underpass, cheaper by 20–30€ a night, and where most locals actually eat. Similarly, Parnu is treated as summer-only but is 40% cheaper in September with the sea still swimmable, and Narva is skipped by nearly everyone despite being the most striking castle view in the country.
Where to stay in Tallinn: the areas explained
For a first visit, stay inside or beside Vanalinn, the walled Old Town on the lower half of Toompea hill — you are within 10 minutes on foot of Raekoja plats, Toompea Castle and the ferry terminals. Vanalinn is the most expensive area and rooms in a restored merchant house on Pikk or Vene can run 30–50% above the city average. Rotermann, the converted factory quarter between the Old Town and the port, and Kesklinn around Viru keskus, sit slightly cheaper and give you the same walking access plus the modern restaurants.
For character at a lower price, Kalamaja and neighbouring Telliskivi in Pohja-Tallinn are the wooden-house districts north-west of the station — 15 minutes walk from Vanalinn, full of cafés and the Balti Jaam market, and typically 20–30€ cheaper per night than Old Town equivalents. Noblessner is the waterfront extension of the same district with newer design hotels. Kadriorg and Pirita to the east suit quieter stays near the palace park and the beach, while Nomme, Mustamae and Lasnamae are residential and only worth it for very long stays or specific business trips. Viimsi, Maardu, Keila, Paldiski, Rakvere, Haapsalu, Parnu, Tartu and Narva are day-trip or overnight bases outside the capital.
