How early you actually need to be

Tallinn Airport is 4 km from the city centre, which is the shortest airport run of any Baltic capital. For a Schengen departure, 70 minutes before wheels-up is comfortable and 50 is survivable; the terminal is small, security rarely queues beyond ten minutes outside the July peak, and there is one long walk from check-in to the furthest gates. Tram line 4 runs from the terminal's basement stop to Hobujaama and the centre in about 15 minutes, roughly 05:30 to 00:30, for €2 bought from the driver or €1.50 on a smartcard. A Bolt or taxi is €8–12 and takes 10 minutes off-peak.

The ferries are the tighter constraint. Tallink, Viking Line and Eckerö run to Helsinki from the Old City Harbour, crossings of 2 to 2 hours 30 minutes, with foot-passenger boarding closing 20–30 minutes before departure and vehicle check-in 45–60 minutes before. Terminal D and Terminal A sit roughly 1.5 km from the Old Town, a 15–20 minute walk with a suitcase, or five minutes by car. First sailings leave around 07:30, last ones after 22:00. The hotels below are ranked on those two clocks, not on charm.

1–2. The airport doorstep: Ülemiste

The winner for a genuine dawn flight is the hotel cluster in Ülemiste City, the business campus immediately south of the runway. Walking time to the terminal is 10–15 minutes on a lit path, or a short shuttle where the hotel runs one. Rooms are new, soundproofing is good despite the location, and rates sit at €80–130 with breakfast, with early-breakfast boxes available on request. Free or low-cost parking is standard, which matters if you are dropping a hire car. The trade-off is that this is an office park: two or three restaurants, everything shut by 22:00, and no reason to be here except the flight.

Second, the mid-range hotels along Peterburi tee and Suur-Sõjamäe, five minutes from the terminal by car at €60–95. These are the cheapest sensible airport beds and they include the T1 shopping centre within walking distance for a late meal. Aircraft noise is real on the runway-facing sides — ask for a courtyard room. Neither of these picks is a good base for a city break; if your flight is at 14:00 rather than 06:30, you are better off in the centre, where the tram will still have you at the gate inside 40 minutes door to door.

3–4. Rotermann and Ahtri: the both-ways answer

The Rotermann Quarter is the smartest compromise on this list. It sits 900 metres from Terminal D — an 11-minute walk, flat, on proper pavement — and one tram stop from the airport line at Hobujaama. Rooms run €95–160. That means you can walk to a 08:00 sailing without a taxi and still reach the airport in under 25 minutes for an evening flight, while sleeping somewhere with cafés, restaurants and a supermarket downstairs. For a trip that combines a Helsinki day return with a Tallinn stay, this is the booking.

Fourth, the hotels immediately along Ahtri and Jõe, the strip between the port and the city. Rates are €80–130 and the port is 6–10 minutes on foot. These buildings face a four-lane road and the rooms on that side are noisy from 06:30; the courtyard sides are fine. What you get for the noise is the shortest ferry walk of any city-centre hotel and an easy 15-minute stroll into the Old Town through the Viru gates. If you are boarding a 07:30 Megastar with a suitcase and no car, book here and skip the taxi entirely.

5–6. Old Town: lovely, and slower than you think

Old Town hotels rank fifth for this specific job. From the lower town to Terminal D is 20–25 minutes on foot with wheels rattling over cobbles, which is not a pre-dawn activity. A taxi is €6–9 but cannot always reach your door — several streets are pedestrian or bollarded, so you walk to Viru väljak or Vabaduse väljak anyway. Rates run €120–220. Book the Old Town when the trip is the point and the departure is midday; do not book it for a 06:00 flight and expect a calm morning.

Sixth, the guesthouses and small hotels just outside the walls around Vabaduse väljak and Roosikrantsi at €75–130. They are quieter, cheaper and better placed for the bus station than the Old Town proper, with the Lux Express and Ecolines coaches to Riga, Vilnius and St Petersburg leaving from the Bussijaam on Lastekodu, about 2 km southeast — a €5–7 Bolt or a 15-minute ride on tram line 2 or 4. If your onward leg is a 4 hour 30 minute coach to Riga at 07:00, this cluster beats anything nearer the sea.

7–8. Kalamaja and the western port edge

Kalamaja, seventh, is a 20-minute walk from Terminal A along Kalasadama and the Kultuurikilomeeter waterfront path, and about the same to the Balti jaam railway station for the Tartu, Narva and Viljandi trains. Guesthouses and small hotels run €70–120. The district is the most pleasant place to spend an evening before an early start — bakeries open at 08:00, the market hall runs until 19:00 — but the walk to the terminals is longer and darker than the Rotermann route, and taxis take five minutes to arrive rather than one. Good for a relaxed departure day, wrong for a 06:00 sailing.

Eighth, the small hotels near Balti jaam itself, €65–100, which are the correct pick if your onward journey is rail rather than sea or air. The Elron departures board is a two-minute walk: Tartu in 2 hours 15 minutes for €12–15, Narva in about 2 hours 30, Pärnu by bus rather than train. The rooms are plainer and the immediate surroundings scruffy after dark, though not unsafe. Anyone whose trip starts with an 07:15 train to Tartu should book here rather than pay Old Town prices for a 15-minute walk with luggage.

9. Late arrivals, key boxes and the 24-hour question

The ninth consideration is not a location but a policy. Estonian hotels have moved fast to keyless entry, and many small properties, aparthotels and guesthouses now have no night reception at all — you receive a door code by email on the day of arrival. That is excellent when your ferry docks at 23:45 and dreadful when the code fails and the office phone rings out. Before booking a late arrival, confirm in writing whether reception is staffed 24 hours and save a mobile number, not just an email address.

The same applies to breakfast. Most hotels start service at 07:00, some at 06:30, and the airport-corridor properties will usually make up a takeaway box if you ask the night before at no charge. If your flight leaves at 06:20 you will eat airside; the terminal's cafés open from around 04:30. My booking for a mixed trip is Rotermann — under €160, an 11-minute walk to the ferry, a tram to the airport, and somewhere to eat at 21:00. For a flight before 07:00, take the Ülemiste hotel and eat dinner at T1.
