Mustamäe is Tallinn's first mass-built Soviet housing district — 5- to 9-story concrete panel blocks laid out from 1962 onward across former farmland. Around 65,000 people live here, making it one of the city's largest neighborhoods. TalTech (Tallinn University of Technology) sits on the western edge, so there's a student presence. The Sikupilli and Kadaka shopping centers cover daily needs. At 9pm on a weeknight the streets are quiet: kids at playgrounds, retirees on benches, nothing touristic.
This is not a tourist neighborhood. Recommended only for a specific kind of visitor — architectural curiosity, cheap long stays, or someone visiting family or working at the university. Skip if you want any of the standard Tallinn attractions on your doorstep. The upside: real prices, real supermarkets, real Estonians. Buses are frequent to downtown and the airport is a 15-minute Bolt away.
Accommodation is mainly Airbnb apartments in the panel blocks — $45-$85 a night for a two-bedroom, some of the cheapest quality-adjusted prices in Tallinn. A couple of small hotels serve the TalTech and hospital traffic at $60-$95. Best areas: around the Mustamäe center on Sõpruse and Ehitajate tee. Avoid the industrial strip along Pärnu maantee that some listings claim as Mustamäe.

Getting around Mustamäe
Buses 17, 22, 32, 33, and 61 connect Mustamäe to downtown in 20-30 minutes, $2 per ride. From the airport, Bolt is $14-$18 direct. From Old Town, bus 32 or 33 from Vabaduse väljak is the standard. The neighborhood is large — 4 km end to end — so walking between sub-areas isn’t quick. There's no tram service.
